An El Paso police officer who pointed his gun at children in a viral video was cleared of wrongdoing in an internal investigation, Chief Greg Allen said at a news conference Thursday. Allen said the investigation found that allegations that officer Joe Rios wrongfully pulled out his weapon and choked a minor were unfounded.

El Paso Police Chief Greg Allen reported to El Paso City Council that the police department is in need of a new headquarters building on Tuesday.  Chief Allen said the efficiency of the building is costing the city money in repairs.

Detective Schneider served the El Paso community as a peace officer for 21+ years.  She was commissioned by the El Paso Police Department on March 21, 1975 and retired on November 29, 1996.

The police officer accused in the drowning of his 11-month-old son was found not guilty of injury to a child. On Thursday, the judge dropped two of the three charges he faces. Judge Susan Larson acquitted Raymond Licon Jr. on charges of abandoning and endangering a child and criminal negligent homicide.

Criminal Trespass Viral Video Incident Being Investigated

On Thursday, July 5th, officers responded to the area of 6700 block of Sambrano on a criminal trespass call.  A series of events unfolded while the officers were handling the call and culminated with the situation that was captured on video and posted on social media sites. The Department’s Internal Affairs Unit is conducting an investigation of the incident.

Officer Huot Arbitration Decision

On June 22, 2018, an arbitrator ordered Officer Adam Huot to be re-instated as a Duluth Police Officer.  Officer Huot’s employment had been terminated by the Department due to actions he took on May 20, 2017.  The Duluth Police Union subsequently grieved his termination and moved the matter to binding arbitration.

While this decision is one we fervently oppose, the impact on the FOP in Colorado is anticipated to be minimal. In Colorado there is no state-wide law granting public sector employees collective bargaining rights. Those rights are conferred locally. The FOP is the bargaining agent for the majority of police employees in Colorado that do have bargaining rights given by their city or county.
